Concurs de selectare a localitatilor beneficiare in proiectul "Îmbunătățirea managementului finanțelor publice locale prin implicarea cetăţenilor şi actorilor locali în planificarea şi executarea bugetelor locale" PDF Print E-mail

Institutul de Dezvoltare Urbana anunta concurs de selectare a localitatilor beneficiare proiectului "Îmbunătățirea managementului finanțelor publice locale prin implicarea cetăţenilor şi actorilor locali în planificarea şi executarea bugetelor locale" finantat de Uk aid cu suportul Guvernului Marii Britanii.

 

Scopul proiectului este de a spori gradul de implicare publică în procesul de planificare a bugetelor locale, de a creşte capacitățile Administraţiilor Publice Locale (APL) în organizarea audierilor publice ale bugetului local şi de a acorda suport comunităților beneficiare în planificarea bugetelor locale și creșterea veniturilor în buget. Comunitățile beneficiare vor fi susținute pe parcursul procesului de aplicare a bugetării participative la nivel local. În cadrul proiectului, doar 25 de comunități locale (orașe și sate) vor beneficia de asistență și suport.

 

In acest sens, administratiile publice locale de nivel I interesate sunt rugate sa completeze Formularul de participare (in varianta romana sau rusa) care poate fi accesat aici.

 

În atenția tuturor APL-urilor interesate, data limită pentru completarea Formularului de participare a fost extinsă - 15 iulie 2017!!!

  • practice of management of multistoried buildings;
  • practice of protection of the rights of house owners in multistoried buildings;
  • experience of cooperation with population on issues as modernization and energy efficient refurbishment;
  • development of a barrier-free environment and urban planning.

International conference «Initiatives for establishing an educational system and retraining of managers for residential houses and system for efficient information dissemination for house owners» PDF Print E-mail

The Conference will be organized in Round Hall in Johannes Rau International Centre for Education and Exchange, Prospect Gazety Pravda, 11 on 9th of November, 2016. The Conference is organized by Housing Initiative for Eastern Europe (IWO), Berlin (Germany), International Association of Real Estate Management (IAREM, Minsk) and Belarussian State Technological University (Minsk).

 

The housing sector is one of the primary concerns in post-soviet countries. The following key issues in the housing sector are needed for special focus: prevalence of joint households whose members are lack with enough information, skills and competencies for management and in most cases, low-income homeowners; lack of a system of training of professional managers for joint households, including state managers; inefficient system for dissemination of information among house owners. The experience of European countries shows that the management of joint households if a difficult issue that requires professional managers, and owners with sufficient knowledge on the topic. The educational system for training of house managers and dissemination of information is established in European countries and homeowners get enough information on management of the houses, starting from school time, and understand their responsibility as owner.

 

Experts from Azerbaijan, Belarus, Georgia, Germany, Kazakhstan, Latvia, Lithuania, Moldova, Russia and Ukraine will take part in the conference and will share experience of their countries on:

-       Existing housing management systems;

-       The history of establishing of the educational system for house managers (EU);

-       Established practices for training of house managers in post-soviet countries;

-       Existing practice on dissemination of information among house owners.

Active discussion of housing issues with involvement of experts from the post-Soviet countries and EU, will support the development of recommendations on creation of educational system for house managers and improvement of the informational system for house owners.

 

Representatives of diverse state and private institution will attend the conference: Ministry of Housing and Communal Services and the Ministry of Education of the Republic of Belarus, public communal enterprises "Customer Service", associations of property managers (HA and HCCC), construction companies, educational institutions, research institutes and non-profit housing associations from the EU and the CIS countries, professional managers of residential real estates in the EU.
