Building Public - Private Partnership to ensure Sustainable Community Development

Detailed Description of the Project:

 

The goal of the project is to facilitate exchange of experiences between policy makers and representatives of local governments from Moldova, Czech Republic and Poland in the application of PPP and developing policy recommendations and an action plan to create appropriate conditions for implementation of PPP in the Republic of Moldova.

 

The project objectives are:

  • Creation in the Republic of Moldova of a permanent Task Force consisting of representatives of Government, local public administration, civil society and private sector to promote the creation of conditions and mechanisms in order  to urgent the implementation of PPP;
  • Organize and conduct exchange of experience and study visits of representatives of policy makers, local governments, NGO sector and private sector in the project countries;
  • Organize and conduct an international conference in Chisinau to address problems of PPP, developing policy recommendations and an action plan for boosting the implementation of PPP in Moldova and increase the role of civil society in process of PPP projects implementation monitoring;
  • Increase awareness in Moldova regarding the advantages, disadvantages, opportunities and risks of PPP;
  • Creation of new links and networks of bilateral and multilateral cooperation, public and private, for implementation of further development projects between the partners from the countries participating in the project.

 

The following activities were carried out:

  • September 2010, Chisinau. Working sessions to create the Task Force.
  • End of September – beginning of October 2010. Organizing and conducting the study and exchange of experience visits in Poland, cities Bielsko – Biała – Żywiec – Wisła - Kraków (visiting PPP projects in tourism, road infrastructure, transport and SME development), 10 people from Moldova.
  • November 2010. Continue the exchange of experience visit in Czech Republic, Jihlava – Trebic – Trinec – Bohumin, visiting PPP projects in tourism, road infrastructure, transport, 10 people from the Republic of Moldova
  • March 2011, Chisinau. Organizing and conducting the International conference with participation of foreign experts (from Poland, Romania, Czech Republic, Latvia, Lithuania, Estonia and Slovakia), to assess the results of visits and elaborate policy recommendations.
  • April 2011, Chisinau. Project completion, conclusions drawing and dissemination of practices achieved.

 

Outcomes of the project are:

  • 2 exchange of experience and study visits;
  • 1 International Conference;
  • Policy recommendations and action plan for boosting the implementation of PPP in the Republic of Moldova;
  • Facilitating the transfer of experience acquired by EU countries in the PPP to Moldova;
  • Strengthen the partnership between civil society and policy makers of different levels to identify viable, efficient and recognized solutions for the problems faced by Moldovan society;
  • Encourage social activism of NGO sector and social responsibility of the private sector.
