Implementing Performance Budgeting concept in Local Governments’ operations in Moldova

Detailed description of the project:

 

The goal of the project is: To assist the Local Public Administrations (LPAs) in two localities from the Republic of Moldova (Balti municipality, Ungheni and Floresti town) in achieving sustainable local development and democratic local governance by means of performance budgeting, service delivery and transparent monitoring of local development.

 

The following activities are performed within the project’s framework:

 

  1. Assist Local Governments of Balti municipality, Ungheni and Floresti towns, to use the concept of performance budgeting, and elaborate and implement budgeting process in a new way, address the human capacities issues in terms of performance budgeting concept.
  2. Contribute to convincing the local councils of the importance of increasing transparency of the local budgeting process.
  3. Increase confidence of Moldovan citizens to affect change in the way that resources are allocated, and thereby to hold LG to account for the resources allocated.
  4. Raise awareness of the local authorities of pilot towns on the priorities of the people in terms of service provision.
  5. Increase capacity of the local authorities to plan and budget for better services delivery for citizens.
  6. Streamline national legal and regulatory frameworks to improved local administrative procedures and systems.
  7. Improve the local capacity and understanding to engage with, and respond to, private sector, donors and international partners.
