Launching the project "Provision of Consultancy Services to Strengthen Target LPAs through Inter-Municipal Cooperation"

 

During the period 13 to 15 August, 2013, the experts of the Institute for Urban Development conducted workshops of launching the project "Provision of Consultancy Services to Strengthen Target LPAs through Inter-Municipal Cooperation" in the localities of Ialoveni rayon (Razeni, Molesti, Cigirleni, Carbuna), rayon of Orhei (Peresecina, Donici, Teleseu, Samananca) and rayon of Hinceşti (Ciuciuleni, Dragusenii Noi, Pascani, Secareni). The project is funded by the Joint Integrated Local Development Programme / UNDP Moldova.

 

The project aims at providing support for 10 groups of localities ("LPA Clusters") to ensure the efficient delivery of quality services to citizens by applying the instrument of Inter – Municipal Cooperation.

 

The Inter – Municipal Cooperation (IMC) is an advanced tool of work applied in the process of decentralization, regional and local development that offers the real opportunities for LPAs to streamline their work and improve the quality of services provided through joining the efforts of several communities.

 

The launching events have been attended by representatives of local public authorities of I and II levels, municipal enterprises and residents of target communities as well. The main topics of discussion were focused on the project’s goal, beneficiaries and results, IMC’s benefits and effects, as well as the Action Plan.

 

The project duration is 16 months and the project’s specific activities will take place in 2 distinct stages in the target localities:

 

I Stage, until the end of the 2013 year will include training activities of the mayors, comprehensive evaluation of potential and opportunities of IMC, develop a Feasibility Study of an IMC project selected (of 3 alternatives) by consensus and approval of the IMC project Concept and Action Plan and signing the IMC Agreement.

 

II stage, until the end of the 2014 year there will be implemented activities focused on creating and launching the Joint Public Service (with the grant offered by JILDP/UNDP) and publishing the experience obtained during the project implementation in the National Guide of IMC.

 

The following activity of the project will be the training of mayors from the "clusters" regarding the concept, stages and principles of IMC.
