Development activities for Anticorruption Strategy for Local Public Authorities

On September 19 and 24, 2012, the District Councils of Causeni and Telenesti with the assistance of Institute for Urban Development’s consultants held the first Workshops to develop strategies to combat and prevent corruption at the local level. The workshops suggestively entitled „Healthy Local Governments – Corruption Diagnosis” are carried out in the frame of project ”Anti-corruption Strategies for Local Governments” supported financial by the Council of Europe in the frame of the Eastern Partnership Programme "Good Governance and Fight against Corruption".

Anti-Corruption Strategies for District Councils


In order to achieve the actions envisaged by Measure 46 from the Action Plan for implementation of the National Anti-corruption Strategy, approved by the Parliament Decision no. 12 of 02/17/2012, during the period August - November 2012, Institute for Urban Development (IDU) in collaboration with Centre for Combating Economic Crimes and Corruption (CCECC), State Chancellery and experts of the Council of Europe will implement the project entitled "Anti-corruption strategies for local public authorities ".


The project is supported by the Council of Europe, in the frame of the Eastern Partnership Programme on "Good Governance and Fight against Corruption". The project purpose is to provide assistance for two district councils in the Republic of Moldova in order to identify risk areas, vulnerable to corruption and to elaborate the integrity plans aimed to eliminate the risks of corruption.


The results of the project and integrity plans developed will serve as a basis for adjusting the National Decentralization Strategy, approved by Law no. 68 of 04/05/2012 and as a model for other local governments that will develop, adopt and implement similar documents. "

The Local Government Support Project in Moldova is a four-year, $9,3 million activity that will take place during the period 2012-2016. The project is financially supported by United States Agency for International Development (USAID) and locally implemented by Chemonics International in partnership with subcontractors: VNG International, EnCon Services, Institute for Urban Development and Magenta Consulting.  


The project aims to assist local governments to design and implement policies and procedures that contribute to good governance, develop capacity to meet decentralized authorities and responsibilities for services in a transparent manner, and provide basic services that engender growth of local economies and make services more cost effective and efficient.
